Ms. Julie Blanks serves as the Principal Director under the Deputy Assistant Secretary of Defense for Civilian Personnel Policy. Her responsibilities include formulating human resources management plans, policies and programs that affect over 900,000 Department of Defense civilians. Prior to this appointment, Ms. Blanks served as the Deputy Chief Component Human Capital Officer for the Federal Emergency Management Agency, and provided executive leadership and direction in the design and execution of the Agency’s human capital strategy and operational programs. Before joining FEMA, Ms. Blanks was the Director of the Civilian Expeditionary Workforce at the Department of Defense. In this position, she was responsible for the management and operation of the Department’s civilian deployment program and international personnel programs. Also at the Department of Defense, Ms. Blanks served as a Senior Policy Advisor to the Deputy Chief Management Officer, where she provided guidance on enterprise-level human resources business processes and systems. Additionally, she was the Civilian Deployment Program Manager for the U.S. Army Corps of Engineers, where she deployed to Iraq as part of a team of military members and civilians responsible for standing up the Corps' entire Gulf Region Division and three Districts. Ms. Blanks was selected as a Congressional Fellow in 2006 and worked on Capitol Hill directly supporting the development of critical legislative issues surrounding civilian deployment. She entered federal service in 2001 and has since held a variety of positions across the field of human resources. Ms. Blanks is a graduate of the Department of Defense Senior Leader Development Program, and the United States Naval War College, where she earned a Master's Degree in Military Strategy. She also holds a Master of Social Work from the University of Alabama and a Master in Human Resources Management from Troy University. Her undergraduate degree is in Communication from Auburn University.
