  About Injury Compensation


Established in 1993, The Division of Injury and Unemployment Compensation offers a variety of services to help DoD Components manage their programs more effectively and at a lower cost.

Injury Compensation Division Services

INJURY COMPENSATION (IC) LIAISONS.  Located in each OWCP District, IC Liaisons assist approximately 400 DoD personnel offices worldwide. Liaisons provide workers compensation case management services as well as training and operational guidance on issues of injury compensation program management.

WORKERS COMPENSATION DATABASE MANAGEMENT. The ICUC Division maintains the  DIUCS v.2.1 database, which provides Injury Compensation Program Administrators with access to case-specific workers compensation, personnel and payroll data in a single web-based application.

DEFENSE PORTAL ANALYSIS CENTER (DEFPAC).  DefPAC, secured by user name and password, serves as an information base for Injury Compensation Program Managers (ICPAs).  It provides a virtual library of references and links for Injury Compensation program management as well as business intelligence reporting capabilities.

ELECTRONIC DATA INTERCHANGE (EDI).  Developed by CPMS in partnership with the U.S. Department of Labor, EDI provides Defense activities the ability to electronically submit workers compensation claims over the internet, thus saving time and improving service to injured workers.

TRAINING AND ADVISORY SERVICES. The ICUC staff provides formalized instruction, operational assistance and program guidance to Defense personnel at the headquarters, command and installation levels.

The ICUC Division strives to meet program management challenges wherever they develop. Following the September 11 terrorist attacks, the Division took the lead in staffing the Pentagon Family Assistance Center to provide FECA benefits counseling for the victims and their families. In previous emergencies, such as the terrorist incidents in Oklahoma City and Riyadh, Saudi Arabia, the ICUC Division maintained contact with OWCP, installation program managers, and the victims and their families, to provide guidance and ensure that benefits were paid as quickly as possible.

Results

Our Liaisons have responded to 163,455 DoD Component requests for assistance and have reviewed 42,386 individual claims since FY 1994. Home visits have been conducted in 80 areas, visiting 3,511 injured employees. DoD leads the Federal Government in injury compensation cost savings through this program. Government injury compensation costs increased 28.7 percent since 1994, whereas DoD costs decreased by 1.0 percent.
